I am planning to buy a camcorder - so please let me know what are technical specifications needs to be looked for while selecting a camcorder. Also please let me know the best camcorder available in market at a reasonable price of 400 -500 USD .

You can get a lot of very nice HDV camcorders for that price. You choose camcorders by matching features to your filming situations. Think about what are the most common situations in which you need to film, and get a camcorder that has those features.
